Transports don't automatically get assigned, what the arrow shows is how many aircraft are actually needed on that exact airfield. Not having enough transports somehow causes it to not fire. A tip I can give, that I used, is to "set them as different missions" so to say, 2 divs to one spot, and then 2 to the same spot etc.

Far more transport planes are needed now both because each division takes up 45 and because divisions cant't jump one by one anymore.
