On the Creative Cloud Desktop the minimum version is 7.2.0. This is the starting point as older versions are not been publishes there. However after any future release it will be possible to go back to this version and all the ones in-between. Painter and Designer were both $150 each for a perpetual license, totaling $300 (if memory serves me right?). The subscription price per year is 68% of the price of the perpetual license for both.
